The song is almost certainly from the point of view of Ishmael/Moridin based on the lines "Call me the Father of Lies" and "True Source reign over me". That and the Dark One is not reborn.
It is about how the Light can never will the war between it and the Shadow. If Rand wins, eventually both his soul and Ishmael will be reborn in another age and the fighting begins again.
I'm not sure if the obsession is the war, or Ishmael's goal to help the Dark One "break the Wheel".
