I'm seeing this song as being about somebody who got knocked down by life, and had no help "I'll pick myself up off the floor
and I'm still standing

And then when this other person(significant other, friend?) ends up in the same situation, since they never helped him he is going to return the favor.

Honestly a pretty damn interesting song lyrically.
