I think that this song is about two people who love and care about each other and are off and on but finally one of them decides to finally call it off though only cause they think the other person would benefit from the whole ordeal.
I agree. It's the middle of a concept album, where to people have been struggling, and the partner of the male speaker is leaving, but unable to cut the cord completely.
