Its obviously about someone the writer had a relationship with. They thought that person could have been the one but obviously so much has happened they are no longer together the fact that "wait around forever" is mentioned implies maybe it had something to do with timing or not doing enough to show they care, it also implies the person it is about has moved on with someone else that is why

Generally it could be thought that he means he didn't love the person but instead I think it means loved them the way they wanted to be loved: commitment being in a relationship with the person because the previous verse showed that they loved the person just with the mention that they could have been the one also

Backs this up because the writer obviously is regretting not trying harder and committing themselves, the person that its about obviously had a previous relationship with the writer
