It's reasonable to assume the song isn't directed at Andy De Vine himself. Some people assume it's targeted at Todd Rundgren (because of the "something/anything") but Frank didn't have any personal grudge against Todd (just thought him a bit of a churl!)
It's more likely - sorry to say - that Nigey Lennon is right: the song is about her. Her on/off affair with Frank ended when they had a row over something she was going to write about him for a magazine - he was also becoming hypocritically jealous, accusing her of playing around with Ray Collins and Captain Beefheart. He would have codenamed her Andy DeVine just because she liked country music and he didn't!
