Instead of 'bows in your hair and a pony ride' i think he's saying "the balls in your hand, so pull me right" as in, the ball's in your court so do something about it. Come and get me.

All of these things make a lot more sense if the song is what i think it's about... which is a girl being crazy happy/in love one minute and all moody/down the next (hence the bi polar bit) and him saying it's your birthday, i'm here for you (he made her something, would chew off his arm just to be there etc) if you want to be happy with me, make it happen.
