The council want tourists, and your city has cool history so why not make that the main attraction? Seriously, I have never been to St. Albans and the first thing that has made think "that sounds like a cool place" was this song.
Dude its not that the council doesn't realize this, its that the local residents are against turning it into a tourist attraction. They would rather preserve the area, and keep its history. Rather that than make it a local tourist hotspot and dilute it.

yeah i agree with STA residents, but if someone wants to visit the town for its history thats fine. but trying to promote people to go there is wrong in my eyes
