I think "Rain" symbolizes a bad point in life. And how people just "run and hide" instead of facing it. And then when the sun shines, a good point in life, "they slip into the shade", they don't go enjoy the sun. It's like they can never be happy with anything. But in reality, a person's ability to a difficult situation will determine how they feel and I think that's what John means when he sings "can you hear me, that when it rains or shines, it's just a state of mind". just how we see it.
