I feel like she's encouraging this person she's in love with to go live life while she's not around-- to do things they probably wouldn't do normally. She wants them to "reassure" her that when they're ready for a relationship, they'll tell her, because she'll wait for them if they wait for her. It's a really sweet sentiment.
