I believe this song is about the world dying due to people ignoring their responsibilities to protect it.
The population drops throughout the song, from 6 billion down to 1. This is implies that people are dying because the world is changing - possibly due to climate change.
The "Back against the wall" lyric implies that the people are cornered, and that they can no longer run, they have to face the changes that are upon them.
"If we don't do this, somebody else will" lyric changes to "If we don't do this, nobody else will". This shows that in the beginning the human race were happy to leave it to other people, future people, to resolve the problems...however the lyric then changes to reflect a moment of realisation.

Sometimes when I listen to this song I understann it as a sort of a "wake op call", but not only to preserve nature and engage actively to save it, but also to become aware of the jaded and bitter society that surrounds me, to not give up, to run away from the place it cornered me into and to count on people near me, because I'm not yet alone to deal with it. If anybodys gonna "do it" it has to be US, not them, and it has to be now before it's to late and I realise I can't do it alone.
Maybe I'm just reading into it too much. I'm a sociologist, by the way.
