Those lines refer to the theory that the human race began in Australia (and that Australia would be the last inhabitable part of the world after a nuclear war in the northern hemisphere).
The last few lines of the song refer to Hugh's theory that Australian wildlife are descended from victims of "pre-historic" nuclear weapons testing by aliens. (This was, of course, "Meninblack" era!)
The main part of the song is about the Queensland-based fascist politician Joh Bjeleke Pedersen.
