I don't believe it's aimed at anyone in particular. It reminds of when Jesus confronts the Pharisees in the temple, and calls them "whitewashed tombs". They look good on the outside, but inside they are dry and dusty bones. Following along that it could be about church leaders, pastors etc. They say things like "God hates Gays/Jews/Soldiers etc,". These people look good, but they are actually leading others astray.
