I think the meaning is pretty obvious. Melissa (or just any person singing that song) is getting eyed up by someone else who clearly wants sex--and by the end of the song, they have it. That final verse "Heart pounds, hands wet, mouth dry, I shake, I scream, I cry" makes it clear that they're either having rough sex, or the kind that she's never had or isn't supposed to like.
