My friend Reed back in college in 1970 told me his dad told him that pressed rat was a term for hashish and that the song is about a head shop forced to close down by the heat in London.Best to not get too deep on the meaning unless you happen to be Ratty or Toad on acid!
I always just took it to be, 2 hippies with niknames, pressed rat and wart hog, that ran a wierd head shop, and were left with no choice for some reason to leave their business. That's just the way I seen things happen around Georgetown in dc back in them days, so thats about all i seen in it, a great tune though, that i still love.
