I think it's just meant to be a light, happy song about being in love with someone. The part about sheep not being able to put him to sleep is more likely a reference to not being able to sleep well when they're apart than a reference to being wide awake on coke, imo. "Never felt this way before"-- do I really have to explain that? And rain and snow... it's doubtful that it's a drug reference, it just doesn't mesh.
