I'd like to add that it's also about this older generation's inability (or unwillingness) to deal with these "problems". It's much easier to pretend they don't exist and hope they go away. It's easier to label than it is to take responsibility.
But really, you have to remember that most kids who become criminals were raised in our schools, our neighborhoods and our churches. In essence, we created the problem.
