I think that the "pony" is a symbol for love. She'd known the guy for 2 years, but 2 years prior to that she was riding the "pony" (aka. love) with someone else who hurt her so much that she had to learn to love again.

The whole time that she was single she thought she was fine, surrounded by friends and family that she carried in her "suitcase heart", to block out the pain of feeling alone. However, she realised it wasn't enough, she wanted love and she was waiting for herself "a girl on a slow pony home" to realise that.

She remembers when she first saw the guy. I thought perhaps they'd met on the internet and all he'd seen was a photograph in which she "looked more far away". She "laughs and smiles" because it's the first time she's had intentions of being with someone since her relationship before.

She's letting her boat sail, she's not directing it especially, just letting it be free. She's letting her heart take her where it decides to, with no need for "sails, motors" or "oars".

I think then that the song takes a shift in time. She was reflecting before and now it's the present. The last verse is a scene of a moment that they now share, something mundane like "cleaning the windows", but it is in this moment that she realises that she's "begun to trust the view here". She's ready to fall in love.
