I'd always thought it was a couple in a relationship type song, and this line made me wonder whether it was about a couple deciding whether to have a baby together or not.
Whatever it's about, it's just a lovely, honest lyric with some beautiful lines, like "...", actually, like the whole of the first verse. Beginning a song with "Hobbled by the fact that there must be a problem"! Genius!
