I still have to work on this one, but regarding to the "They rhyme that in Spain" line, I'm from Spain and there's this rhyme, I'm quite sure it's also known abroad: "La lluvia en Sevilla es una maravilla" ("Rain in Seville is a wonder"). I think that line is either just Peter being witty or contradicting the idea of rain as a good thing or a gentle phenomenon with the line "The truth is I'm ruthless, I can't be contained".
