in line 6, i'm pretty sure it's "tall HERE under it all" this ties up my interpretation: "Walls gone up over the seas" --- new colonies in an over seas land "But not for me Watch now all will end Now all that i'm under a tide Now i'm under a tide" --- his ship to this new land sank "Tall here under it all much more than i once had over seas" --- he feels like he's "on top" of this water world below him. and that, as he's drowning, he has more than he ever did on land

Yeah, I'm pretty sure Condon was talking about venice. Not about colonies. Most all of Condon's lyrics have to do with emotion in connection with the cities he has visited.
