Very interesting interpretation furtherutilities.

I'm unsure of it myself if the song really is about the physical "panopticon" prison building.

To me the song represents a more broad view of how governments keep its' citizens down.

Therefore the whole idea of a panopticon is just a metaphor for this all seeing eye on its citizens. And because of this, most people wouldn't rise up and actually do something about many of the problems that are completely unethical.

I know for sure I wouldn't speak out against what we are doing to terrorists who are being tortured. The last thing I want is to be end up being seen by "Those eyes and (this) tower..."

Because of this, and of course there are many more issues at stake: pollution, big industry, prisons, etc; we as citizens are losing all of our power. Our strength of mind is "Circling further down Our wills dissolve 'neath their feet"

Our will dissolves beneath the feet of the government. We can't touch them.
