I feel like he is speaking to this woman about how he thinks she is worth nothing and he refuses to validate her as a person no matter what goodness she possesses or no matter what she does to try to be a good person. In validating, I mean not abusing her and just letting her be. She is "praying for shelter" (when you pray for shelter it is from the storm which is a metaphor for bad things affecting your life) and he is basically saying forget it "protection doesn't exist" of course not from him or anyone she knows. Her life has become extremely difficult for her because of this. She only wants to be a good person and live a clean life. He and everyone else thinks that they know things about her (not really understanding her though) so therefore he takes full advantage and thus she is the "prey". The lyrics being kind of vague but it brings a scenario to mind, I might be wrong ... and so I see my explanation is longer than the lyrics themselves ; )
