I think this song is definitely about God. It is a picture of defeat, which is ultimately a picture of success. Following God is a letdown, it's not cool or fun or glamorous. But it is a beautiful letdown, a picture of grace and love. The part where it says "The church of the drop out the losers the sinners the failures and the fools..." those are the people who Jesus called. He didn't hang out with the high and mighty cool people. He hung out with the letdowns, and it was beautiful.
