I think this song is about the punk movement and its history. In the first stanza, the lead singer compares something (what I believe is punk) to a rusted car with a bunch of reckless drunk kids behind the wheel. Perhaps this can be seen as the early punk movement as the late 70s and early 80s when nobody knew what the hell they were doing,
The second stanza compares punk to a paddle boat sinking in the middle of the ocean but which has a crew dedicated enough to keep the boat from sinking. This could be the punk of the 90s to present when the movement started to die out but still had many loyal followers.
Finally, the third stanza compares the future of punk to a plane crash. Eventually the scene is going to die out but not without a strong fight from the remaining members (the other passengers).
