I know not many people get this, and it's an old song, but I thought I'd clear this up:
"Take your shoes off and throw them in the lake
And I will be two steps on the water"
This is referencing the practice of throwing your scent off the trail, a useful tactic to fugitives being pursued by bloodhounds (the "Hounds of Love") who are tracking them. Throw your shoes in the lake, and they don't have their primary means to follow you; entering the water will cause them to close track of you at the water, at which point you can exit the water from anywhere and have a much greater chance of escaping them.
Essentially, it's about trying to keep love from finding you, even though it's pretty inevitable.
