Scapegoating is a process in which focused feelings of aggression, hostility, and frustration are taken out upon an individual or group. The amount of blame of course being completely unwarranted.
The goat is a symbol, similar to the sacrificial lamb, however it carries the sins of the people and is sent away to die. The word "scapegoat" has come to mean a person, often innocent, who is blamed and punished for the sins, crimes, or sufferings of others, generally as a way of distracting attention from a real cause.
Gives the angries an outlet for all that hostility and something to focus on other than their own issues and problems in life (which they have many) ie: all the anger.

Therefore going after and harrassing the happy or happies wanting to drag them down in any way they can. The end of the song indicates the angry people will not leave them be in their happiness or innocence until they have changed to become as they are ... angry and miserable and mad at the world.
