I have a hard time deciphering the meaning to this as well, but I think the sentiment is that we all live our lives by regret. And we try to make up for our mistakes. A lot of the lyrics are strange, but here's what I think.

"I keep seeing cowboys ride by Indian style" This may show remorse for what happened to the Native Americans. A way to sort of honor their lives and who they were, because the cowboys feel regret.

"Alive and striving for rain Full time control of the game Dressed like a French whore in Spain Add water to my flame" I think in this instance, he is talking about rain in the way that it's considered purifying and sort of... forgiving. And the "add water to my flame" may be him saying that the flame (destruction) needs to be released of it's burning.

I'm not sure about all of them, but I think most of the lyrics in this song are just metaphors about being so regretful you can't get up, or you live your life always trying to repay all the wrongs you perpetrated on something or someone. I think the spiritual drives part is just him saying that we all go back and examine our lives, and we see the times we diguised ourselves or ran away, the things we failed to do or say, and we are influenced by them. That's what I get out of it, anyway.
