I think its a statement about people who lack integrity because they dont have the honesty to confront others or to be up front about the things they are doing to hurt others. Working "in the dark" vs "in the light". There morals may be skewed. It seems to speak of a lack of courage because of these innuendos and ulterior motives instead of being up front with others. Everything always comes to light though, no matter how much you try to hide it. I think its says that even if others don't know what your about quite yet, God surely does and he just may do something to stop you in your tracks.
