I can't imagine this NOT being about President Bush.
He cited religion for all the atrocities he committed, namely the war. (wearing his religion like a war sweater)
Tying into the war, he sat on his fences, meaning he tried to straddle the line between conservatives & liberals to get everyone to go along with him, & he "screamed no retreat" by not withdrawing our troops.
So this song is pretty much saying, how will he be remembered? (what will his legacy be?) since he was so concerned about a legacy.
This was my immediate interpretation, & everything seems to line up so well... of course, it can also apply to all radical christians, but I think it was aimed at Bush with the specifics...
