Okay, so here's my interpretation:

if i walk down this hallway tonight, it's too quiet so i pat through the dark and call you on the phone push your old nummers and let your house ring till i wake your ghost

It's him walking through his house, he tries to walk softly because he doesn't want to break the silence that's been left since he lost his lover. He calls the girl's house, knowing she won't pick up because she's gone, so that's why he would be letting the "house ring till I wake your ghost."

let him walk down your hallway it's not this quiet slide down your receiver sprint across the wire follow my number slide into my hand

I think this means the actual spirit, he wants to feel her with him through the phone. I don't know why he refers to it as a "he" though, so I could be wrong. But "sprint across the wire, follow my number, slide into my hand," sounds like my meaning.

it's the blaze across your nightgown it's the phone's ring

Maybe as he's listening to the phone ring, he's watching a candle's flames reflect on a nightgown she had left at his house. This is a really beautiful image I think.

This is close to what lozte said, he's calling for closure, to hear her voice one last time even though he knows he can't. I think "him" is either a relative of the dead girl that didn't like the singer, or her husband that she was cheating on with him.
