You guys are confused. This isn't about drugs. Just because a song has surreal imagery, doesn't mean the subject is drugs.

I think this song is about the tension between the daily stresses/struggles of life and the innate desire to see beauty and dwell in things bigger than oneself. It's a typical animal collective proto-religious view about how we grasp for nature beauty and love, but sadly often forget just to look up and enjoy the beauty of something as simple as the sky.

"I should be floating but I'm waited by thinking" is the essence of the song. The blue sky is so amazing, yet our eyes are down and we're thinking about how lonely/homely/stormy we are, and grappling with the stressful and complex existence of urban life.

The cabbie interaction is classic. Even when the singer is "daydreaming" -- in other words enjoying the beauty of the sky -- he gets pulled out of it by the prosaic world. The cabbie just drags him out of it, and makes him have to deal with money, and all the daily troubles of life.

By the way, i love love love this song ... so astounding. It's rare that a song as long as this (nearly 7 minutes) carries my interest the whole way. Usually I find that really long songs are just not justified. They are self-obsessed noodling or not interesting. Not so here. Animal Collective makes the whole thing work. Bravo!
