Well I disagree with whee, I don't think this is a sad song!
I rather believe it is about the time you begin to fall in love with someone, when everything is new and exciting, with this wonderful warm fuzzy feeling throughout your body. It doesn't relly matter what you are doing, or where you are meeting, as long as you just spend time together you are up in the sky anyway. You are in a rush of love, high because of you feelings. It makes you so happy just to look in the other person's eyes, that's why there is "nothing but the sky" = total happiness shining in them.
