I think its about a type of hot-n-cold relstionship/ a realtionship that has many ups and downs. I don't think its at all abusive. This is how i would interpret each line of the chorus:

"you heat me up, heat me up" - The guy turns her on..
"every time you hit me up" - Calls her. DUH
"you fix me up, fix me up" - he makes her happy
"Oh baby just beat me up, beat me up" - "emotionally drains her..
