The finale to the concept album: yes, God is narrating and he plans to correct the mess we have made of this world ("You've wasted this gift/On the beauty and science") Like in the Parable of the Sower, the World will 'reawaken' by the blinding of the light -> which could be more or less religious, or as ForgiveNykky suggested, literally global warming.

What's interesting is the line:

It ends with a loose strand And a curious hand

And the long metaphor that follows: so it makes God/god seem not intent on destroying the world, but rather, seeking to recreate.

**I use to see this album as depressing and not hope worthy, but the previous song (I've got a witch...) makes me think of redemption -- If not even a type of earthly heaven (still full of problems I mean). So while the world will be destroyed, there is hope within love and true living.
