It's obvious that this is about a struggling or broken relationship. But whether it's simply a break-up song, a song about a romance that was more important to her or an on/off thing?
Probably on/off because of "seems destined means how long you'll play unfair?"
i.e. she wants to believe that it will work, but it's taking too long.
Also "creeping home" suggests they're ashamed of her.
