I took this song pretty literally, which is how I think it was meant, the lines:

Suggest someone (an angry lover, perhaps) on the fence as to take aggressive action or not.

Literally means, Stop being on the goddamn fence and get angry, get passionate, Ball a fist and fucking swing!
THIS is backed up by the following;

Passion is in the swing of the fist, the final emotion without thought - giving someone what the truly deserve.
And SINCE WHEN did people start caring more about the consequences of hitting someone in the face, than the truly deserving (if thats the case) passion that comes behind it.
