Now I'M surprised that no one has commented on this one, I thought this was a rad song. If i was to shine some light on this, and I ain't no poet or anything but this song makes me feel to power-on through life
but to stay alert of the alien nation, any kind of conspiring group (ie Goverment, Evil Groups and Gangs, Military, even media). Who are always "after" you, your money, your life, but never your dreams.
And the only other thing I can digest is the "City of Angels" I'd assume is referring to Los Angeles.

you're close with the Los Angeles reference, however the very well known movie City of Angels (which takes place in LA) is a remake of a movie called Der Himmel Uber Berlin (wings of desire), in which two angels are watching over post-war Berlin. I would assume, being a German band that has written several great songs about post-war Germany and the capital, it's a safe bet that 'city of angels' here refers to Berlin.
