I love this song so much. The title is somewhat ironic, but basically it's true, true if you accept the message the song conveys. And that message is one of optimism and solidarity. Spelled like that it's just one of those pompous statements that "big" punk bands make, it's something you'd dismiss at first glance. But, actually, the punks do win. Because as long as we stand by each other and help each other out, we'll beat them. I think that's what the chorus is about:

Everything sucks, but I won't leave you behind.
And whenever you think that the game is done and that they've won, new hope arises. There is someone to pull you out of the mud. And that's what punk is about.
