I reckon that "werewolf" is actually meaning "lover" because if you swapped the words it would make more sense. Like, the singer could be telling the listener how they live in a world where it isn't normal to love someone; hence the "We're entwined, and helpless".
And it just sprung into my mind, that "werewolf" is used instead of "lover" because if love is something that isn't looked at normally, then they would be seen as weird or different and strange.
