I think this is about how he thinks he loves this girl, but he doesn't want to say "I love you" untill he is absolutely sure about it. The "One foot in, one foot out" statement shows his uncertainty of the situation. he doesn't want to sell-out, meaning that he doesnt want to say the words just because he can. I love this song, it brings a smile to my face everytime it comes on. You can tell the guy really cares about the girl and that is why he is having such a hard time, he doesn't want to say the words untill he is absolutely sure, that way he can't hurt her as much in the end.
