This whole album is kinda like a journey through a post apocalyptic world. Especially this song. But rather than literally asking if we are the last living people, I think Albarn means if we're the last generation that feels happiness, joy, love. Because we are becoming more and more apathetic and angry and hateful.
This is kinda like the thesis of the album, he asks "Are we the last living souls?", and the rest of the album is to find out if we really are the last living souls.
When he talks about singing and songs, I think that's a metaphor for life. "You're so alone when you begin to 'live a life' that doesn't sin." If you try to live a good life, you're alone because nobody else does it, but then "it grows", and more and more people take after you. So someone has to be first to love.
"If you're the last living souls, get up, get up, get up" is like a hopeful encouragement to people to live life with love instead of going under.
"'Cause all I have sung" means like all he has done in his life, "I got it down wrong" he did the wrong things in life.
"I see you walk into the fog, but when you get there what do you see? You see the last it's you and me, 'cause we're the last living souls" The fog is when you can't see love anymore, so you realize we are the "last living souls".
