Im thinking this song is about someone who has given up on life and is ready to end her own life in a day. "Im not messing" is saying he/she is trying to tell people they aren't fooling around this time anymore. that this time they will commit. "I need your blessing and your promise to live life free" is saying that they want all the people who care about them in their life to not feel as it was there fault of her suicide and to move on without remorse.
