to me i think it kind of means, like a person who is about to commit suicide.
"winter has come for me, can't carry on the chains to my life are strong, but soon they'll be gone"
when she means winter, to me she's talking about i guess the "winter" in someone's life. like there's no hope or the person feels so helpless.
"In my heart I know I can let go In the end I will find some peace inside New wings are growing tonight"
to me that's like by killing themself, the person will finally be at peace.
