I think the song has a lot to do with longing for that special person, but the singer has realized that all they can do is wait for that person to come around and see the love they both can/should share.

Hes dead romantically, flatlined out. but like Lazarus, who rose from the dead, and Frankenstein, who came to life through a single spark, there can be the spark of life/love that brings it back. And he's "waiting, anticipating" with the belief of Love that it can still be.
