tatsu101, I think you are right. I've always understood this song to be a play on the saying "A for effort," meaning you didn't succeed, but at least you tried (and it is based on the school grading system).
This guy is in such a bad way, he can't even get the "A for effort," he gets a D. "Can't make the grade anymore" only seems to reinforce that this is a play on the familiar phrase, spiked with typical Codeine misery.
