It means that by using the bottle and setting himself free, he gets above the rain or storm on the plain. The rain meaning a fight or argument, something along those lines.
When he says that the cuts are gone but there's still bleeding hes talking about insults that someone has given him, possibly his ex-wife? and since there is still bleeding he is still sad or angry about the insults.
In the second verse, he's basically saying that there is no use arguing with her or him because they think that they are always right, so he will just walk away.
When he talks about the tanker and the rocks he is saying that he or she has destroyed him and there's not much of him left.
