A friend of mine and I came to the conclusion that this song was about Kurt Cobain's suicide.
He's obviously a fan of Cobain's, as evidenced by the title of the album this track is on, "100% fun", taken from his suicide note.
"There's a smog moon coming I can always feel it"
"The cartoon trees cannot conceal it"
"When it's high up in the sky, it almost looks like it is white"
"When it's high up in the sky, it almost looks like it is white"
This seems to pertain to the concept that something which is indeed imperfect appears to be perfect when viewed from far away (much as fame and stardom make even the most flawed life appear charmed).
"They're not your words, but you're reciting the lines"
See "In Bloom"'s lyrics regarding fans.
"You don't mean a thing, but you exist in their minds"
Cobain commented that he didn't like or agree with many of his fans, especially when they would do horrible things believing that they were being like him. (See liner notes of "Incesticide")
"How does it feel, when they have turned out the lights?"
This could be either a reference to death and/or a reference to the lyrics of "Smells Like Teen Spirit" (with the lights out/it's less dangerous).
"And the dark night, has the strongest pull"
Death.
"We both know that staying young, can take its toll"
Cobain often quoted "It's better to burn out than fade away", implying that to die and always remain young would be better than the decline of old age and waning popularity.
"There's a lost man, with a bitter soul, Only for a moment,"
"Did life make him whole"
"And while he was, he thought he was invincible "

Heroin abuse.
