I think this song is about a broken relationship that is nearing its end.
The first verse shows the wish of the person to break free from this relationship:
"The burning desire To live and roam free"
and that there is no hope for them both to go on:
"So where I am going You won't be in the end"
The chorus then is a reflections on the whole relationship. The person basicly asks what happened to all the hope and dreams (their Utopia) they both had at the time they fell in love.
