I agree that this is about Bush, but I'm surprised no-one has mentioned this interpretation of the song's title yet: don't make me a target is a reference to Bush's international aggression fostering hatred of Americans and increasing the culture divide. This in turn creates a higher likelihood of terrorism and war affecting the American people. So Britt is protesting against these actions when he says "Don't make me a target"
