I think this song is an allegory for the general public to stand up, protest, and/or actively show that they will not put up with the corruption of those in power.
The first stanza with the lyrics:
"I know what I want, And my want will be considered tonight" and
"all that I want, Will mark me as a sinner tonight"
Mean that the people in power or hold influence decide whether or not we deserve what we want or if our desires are right or immoral.
The chorus is meant to be a warning to the corrupted who hold power. Like the criminals of corporations, like Enron, or an evil Dictator of a country.

First it asserts to the evil that the people, the general public, have stopped ignoring the actions of of the corrupt. The evil and corrupt rely on people's indifference in order to get away with their abusive acts that. This means that the people in control will take notice of the population actively trying to end the corruption.
